Definitions and Expectations
Learn what an RSA is, and, just as importantly, what it is not. RSA objectives vary based on type of RSA - design audits, in-service audits, and so on. This course will show you what to expect from the overall process, the meetings involved, and what kind of content you should receive in the findings table.

RSA Management
Learn the importance of auditor independence and qualifications. This sets the stage for looking at the options for procuring RSAs with an analysis of typical cost ranges. Roles and responsibilities are defined, and tips for RSA schedule management are provided.

Real Case Studies
Drawing from more than 600 audits completed globally, Dr. Craig Milligan identifies risk factors and remediation options from a large number of design RSAs, in-service RSAs, and pre-opening RSAs.
About the course
This course is going to get you a certificate for 4 professional development hours with instruction by specialized Canadian professional engineer in a topic that is highly relevant to transportation engineering professionals. You can use this certificate with any engineering licensing body in the US, Canada, and internationally provided that your licensing body does not require pre-registration of courses and instructors. Most do not require pre-registration, but a few do, so please check. At this early stage of the Global Road Safety Academy, we are not pre-registering with all the state and provincial licensing boards. By enrolling in this course, you are going to discover how to maximize the power of road safety audits to save lives. The epidemic of road crashes are one of the world's leading causes of death. Today's professionals have inherited a road system with this epidemic "baked in". Road safety audits have the potential to dramatically reduce road crashes and accelerate Vision Zero efforts. But they are often underleveraged, meaning they are not used on the right projects, and when they are done, the audit process is not maximized for road safety audit impact. With the right training you can change this. With the right training in road safety audits you can make a bigger impact in saving lives. By enrolling in this course, your government agency will be equipped to defend your due diligence process on all major projects. You will be able to justify your decisions on where and when you did road safety audits, what types of audits you had done, who you hired to do them, how you managed the process, and how you implemented the results. Taking this training will equip you to deliver the duty of care that has been entrusted to you. By enrolling in this course, your consulting team will be better equipped to get the most out of having your designs go through an independent RSA process. This is not an adversarial process and its not a critique of your design. It is about teamwork, with all parties collaborating to maximize safety outcomes within overall project constraints. If you dealt with an auditor who was adversarial, the process was broken down. This course maps out the right way to get the best possible collaboration dynamic in an RSA between the auditor, consultant designers, and project owners. If your work is ever going to go through an RSA, you should take this training. This course is content rich. For years I have taught a 20-hour live online and in-person training course in road safety audits that cost $1500 USD. That was a huge time and financial commitment. In this course I tried to condense 80% of my most important material into only 4 hours, costing only $200 USD because, I want you to use your training time and training budgets efficiently. This course is the first in a series of 11 primer courses that will be published by the Global Road Safety Academy. Each will be about 4 hours in duration, covering the following topics. We would love to hear which course you want published next from the list below: 1. Road Safety Audits – A Primer 2. Surrogate Measures of Safety – A Primer 3. Roadside Safety – A Primer 4. Human Factors and Road Safety – A Primer 5. Intelligent Transportation Systems and Road Safety 6. Pedestrian and Bicyclist Safety – A Primer 7. Bicycle Safety – A Primer 8. Using SPFs and CMFs – A Primer 9. Rural Intersection Safety – A Primer 10. Head-on Crash Reduction– A Primer 11. Road Safety Management Approaches – A Primer One of the best things you can do for your road safety impact is to invest in your own training. I have invested thousands of hours into my own road safety training so I can make the biggest impact possible in road safety. You know what else you can do to make a big impact? Share this course with someone who needs it, and pay for your team to take it if you are a manager. I have supervised 70 people working on diverse road safety teams that I managed, and it is an absolute joy to see them making a huge impact in their field partially by leveraging training that I paid for. I encourage you to do the same.

Craig Milligan, Ph.D., P.Eng.
I have dedicated my career to road safety ever since I was a civil undergrad when I learned about the devastating scale of road fatalities worldwide. I graduated at the top of my civil engineering class in 2006, almost 20 years ago. Since then, I went on to earn a Ph.D. in road safety engineering as a Vanier Scholar. I have completed more than 600 road safety audits globally, written more than a dozen road safety guidelines, and authored more than 40 scientific and technical papers in road safety. An absolute highlight of my career was co-founding and leading MicroTraffic, a software company that did near-miss video analysis for more than 100 cities including Los Angeles, San Francisco, Toronto, Tokyo, and Amsterdam before it was acquired by Miovision. I have presented at conferences around the world including TRB, TAC, ITE, ITS World Congress, and Intertraffic. I have also trained hundreds of engineers in courses covering road safety audits, human factors, surrogate safety, network safety management, and road safety data analysis. I also serve as a guest lecturer at various universities. I love teaching and training as a way to share my expertise and give back to the profession. I am going into the second half of my career, and I want to scale my impact even further. That is why I have started the Global Road Safety Academy. At this academy I am going to be publishing professional development courses aimed at helping you make a maximum impact for road safety. Outside of the Global Road Safety Academy (GlobalRSA.com) I operate my independent road safety engineering firm Fireseeds North (FireseedsNorth.ca) and Clipper Bay Camp (clipperbaycamp.com), a unique island fishing lodge on Lake of the Woods. I live in Winnipeg Canada with my wife Laura and our four kids where I serve as a volunteer pastor at Waverley Fellowship Baptist Church. If you want to invest in yourself or your team with road safety training, I would love to have you enroll in the academy so that I can share my knowledge and passion with you!
